Creation of CIF rules and regulations, developed and approved by member schools which all schools pledge to observe, began in 1914. This decision established an enforcement program designed to be a cooperative undertaking involving schools, leagues, sections and the State CIF working together for an improved administration of education based interscholastic athletics.
